In the draft of the family education promotion law, guardians will be reprimanded and ordered to go through family education guidance programmes if prosecutors find very bad or criminal behaviour in children under their care.

"There are many reasons for adolescents to misbehave, and the lack of or inappropriate family education is the major cause," said Zang Tiewei, spokesman of the Legislative Affairs Commission under the National People's Congress (NPC).

Netflix is ratcheting up its efforts to get freeloading viewers to pay up and will start charging accounts for password sharing early next year, instituting a system that add fees to your plan for "extra member" subaccounts when people outside your household use your membership.

This new account can then be added to somebody else's Standard or Premium subscription plan.  Monday, Netflix said it was launching a profile-transfer feature, which is a key component of the password-sharing fees tested in Chile, Costa Rica and Peru. This feature lets a profile created on a shared Netflix account transfer its watch history and recommendations to a new, independent account.

Beijing has exercised a more assertive paternal hand this year, from tacking the addiction of youngsters to online games, deemed a form of "spiritual opium", to clamping down on "blind" worship of internet celebrities.

In addition to the password-sharing fees, Netflix also plans to launch cheaper subscriptions supported by advertising next month.  After years of being relatively laissez faire about password sharing, Netflix started testing ways to get shared accounts to pay after dealing with its deepest subscriber losses ever earlier this year.

But this scheme is already being tested in a few Latin American countries and charges a fee for each extra member worth roughly one-quarter the price of a "standard" Netflix plan.  The company didn't specify the price of these new fees when it confirmed the plan Tuesday.

Streaming at any additional households for more than two weeks, would prompt the account to set up -- and pay for -- additional "homes," with a limit on how many additional homes you can add depending on how much you're already paying for Netflix. Netflix appears to be eschewing this model in favor of the other one it tested.
